Emacs for VMS is "unofficial" because copyright for some of the code is held
by Richard Levitte.  If (or hopefully, when) he assigns copyright to the FSF
for past and future changes GNU Emacs, I will be able to merge these into the
official GNU cvs repository, and this notice will be removed.
